How can a city hall in Moldova digitalize its relationship with citizens?
Start with an official website that the city hall updates itself, with the sections required by law. Then add answers for citizens from official documents and a register of requests, with the legal deadline for each one.

The direct answer
Most commune town halls do not need a large system at first. They need announcements, decisions, projects and documents to be public and easy to find, and someone at the town hall able to publish them without a programmer.
We built the official websites of the Japca town hall (Florești district) and the Pociumbăuți town hall (Rîșcani district). Both are updated from the town hall's admin panel, and their footer states publicly "Developed by MegaPromoting".
The next step is AI that answers from official documents. FIR, our prototype for the Chișinău City Hall challenge at Deeptech GigaHack 2026, won 1st place. FIR is a prototype, not a system contracted or used today by the city hall.

Publishing without a programmer
A simple panel, with protected access and a change log, so the city hall secretary can publish without help.
Answers from documents
An assistant that answers only from the city hall's documents and shows the quoted passage. When the information is missing, it says so.
Requests with deadlines
Petitions are tracked against the legal deadline of 30 days, extendable by 15, and a person confirms who answers.
Rules
What we never do at a city hall.
- The AI does not decide. It proposes the responsible department, and a person confirms.
- Answers come only from official documents, with the source shown.
- Citizens' data does not reach the public pages.
- We do not present a prototype as a working system.
Plainly put
Where others are a better choice.
- For state electronic public services, government platforms (for example those run by the Electronic Governance Agency) are the official route; we do not duplicate them.
- For large donor-funded projects with multi-year public procurement, large integration firms have teams and references to match.
- If the city hall already has a working, compliant website, it may be enough to complete it rather than rebuild it.
